hard to tell if this actually works

I've had one of these for a year, attached to my DCC layout. I'm still having to clean my track with other methods, I certainly can't rely just on the PEC2-1. Trouble is I can't understand what it is or is not doing to clean the rails! It's a very expensive thing to do something I can't judge, so in summary I've had to rate it 3 stars because it does something. My layout is in a partially finished garage, quite dusty, fluctuating temperatures, humidity, so I expect there to be lots of oxidation on the rails.
